New York Oceanic (ZWY) & Boston ARTCC (ZBW)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between New York Oceanic (ZWY) and Boston ARTCC (ZBW).
Scope
The procedures contained herein must apply unless prior coordination is effected.

vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

Nomenclature

  • ZWY hereafter refers to New York Oceanic.
  • A transition fix is a fix inside or at the edge of ZNY airspace (Area 65 or 86) that is the last fix in the aircraft route prior to its entry into ZWY airspace, or the first fix in the aircraft route upon its entry into Boston airspace.

General Procedures

  • No direct handoff exists between ZBW and ZWY. All traffic leaving ZBW enroute to ZWY will pass through ZNY airspace (Areas 65 or 86).
    • ZBW shall not issue oceanic clearance for these aircraft. Oceanic clearance will be issued by ZNY.
    • ZBW shall ensure that the route of flight passes through a valid transition fix.
    • Aircraft departing ZBW airspace via VITOL (i.e., via the N airways) shall be handed off to Moncton; ZWY does not provide CTA service in that area, and its airspace ceiling is at 5,500'.

New York Center Offline

  • When ZNY is offline but ZWY and ZBW are online:
    • ZWY will advise traffic enroute to ZBW to contact ZBW at the transition fix within ZNY airspace (i.e., at the fix where they would normally call ZNY, such as JOBOC or KAYYT).
    • ZBW will terminate radar services at the ZBW/ZNY border and advise traffic enroute to ZWY to contact ZWY at that time. ZWY will issue oceanic clearance and enter the aircraft information into the Flow Manager system.

Routing

  • All aircraft entering ZWY airspace must be routed via a charted transition fix.
