New York ARTCC (ZNY) & Syracuse TRACON (SYR)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between New York ARTCC (ZNY) and Syracuse TRACON (SYR). 
Cancellation
New York ARTCC (ZNY) and Syracuse TRACON (SYR) Letter of Agreement, dated January 2011, is hereby cancelled.
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

General Procedures

  • Minimum radar separation at the time of control transfer shall be five (5) nautical miles constant or increasing.

Arrival Procedures

Center

  • Transfer traffic to the Tower via arrival routes depicted in Attachment 1, descending to cross 35 NM from Syracuse VORTAC at 11,000 feet. Tower has control for turns 30° either side of course.

Departure Procedures

Tower

  • Advise all departures issued an interim altitude to expect further clearance to requested altitude/flight level ten (10) minutes after departure.
  • The Tower shall climb departure traffic to 10,000 feet. The Center will coordinate a higher altitude via the GP4029 line prior to acceptance of an automated handoff when practicable.

Center

  • Ensure that departure routings on flight progress strips generated to the Tower are in accordance with routing in Attachment 1.
  • ZNY has control for turns on departures provided they do not proceed east of the centerline of V423.
