The initial altitude for IFR departures is 3,000'. There are no SIDs at DXR.
All DXR IFR departures must be cleared via CMK, regardless of their exit.

DXR is located inside the Danbury Class Delta Airspace.
VFR aircraft are NOT required to obtain a clearance before departing, but may request flight following.
Issue the following instructions to aircraft requesting flight following on the ground:
Aircraft should be sequenced to depart in the following order:
Intersection departures are not authorized at DXR.
Releases from Danbury must be requested for each individual aircraft unless otherwise coordinated with N90.
Danbury ATCT has a TDW but is NOT Limited Radar Approach Control certified.
Runway 17 is the designated calm wind runway when weather conditions permit. The runway must be clear and dry with braking action reported as good prior to use.
Runway 17 may not be used for IFR departures. Runway 35 may only be used for IFR departures being cleared using Visual Climb Over Airport (VCOA).
Use other runways when required for traffic (including at pilot request) and other conditions, or as defined in the Runway Use Program below:

Because they are issued "direct CMK" in their IFR clearance, IFR departures should be expected to proceed direct CMK on departure.
No additional phraseology is required for runway 8 or 26 departures.

IFR departures from runway 35 should, after coordination with N90, be issued VCOA departure instructions. The published VCOA visibility is 3 miles:

IFR missed approaches should be instructed to fly the published missed approach.
Aircraft cleared on a visual approach, and VFR aircraft, should be instructed to enter the traffic pattern.
The pattern direction for all runways is left. Use nonstandard pattern directions when operationally beneficial.
TRACON services for Danbury Airport are provided by New York TRACON (N90).
