Letter of Agreement
McGuire RAPCON (WRI) & Washington ARTCC (ZDC)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between McGuire RAPCON (WRI) and Washington ARTCC (ZDC).
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

Delegation of Authority

Washington Center delegates to McGuire RAPCON authority and responsibility for control of IFR arrival, departure, and tower en route (TEC) aircraft in controlled airspace within the Approach Control area described herein and illustrated in Attachment 1.

Procedures

Departure Control

  • RAPCON will normally issue clearance to departure aircraft without first calling Center.
  • Departure aircraft shall be established on assigned routes by the RAPCON prior to penetrating Center altitudes.
  • Departures shall be cleared to expect requested flight level/altitude 10 minutes after departure if the assigned altitude is below that requested.

Transfer of Control

  • RAPCON shall provide Center radar separation of at least 5 miles, constant or increasing, at time of transfer on aircraft transitioning from the terminal to the en route environment unless vertical separation is being applied.

Routes

  • Tower en route traffic at 3,000 feet shall be routed as appropriate:
    • V1: CYN V1 LEEAH V1 then the requested route.
    • V15: CYN V1 LEEAH V229 DONIL then the requested route.
