Letter of Agreement
New York TRACON (N90) & Albany TRACON (ALB)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between New York TRACON (N90) and Albany TRACON (ALB).
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

General Procedures
  • Aircraft landing within New York TRACON, Liberty Area airspace shall be cleared to destination airport via routes and altitudes depicted in Attachment 1. All other destination airports shall be coordinated.
  • Traffic restrictions shall be applied when delays exceed or are anticipated to exceed 15 minutes. Adequate advance notice must be given to avoid or minimize airborne delays.
  • Hand-off to/from Adjacent Radar Facilities.
    • N90 must provide a minimum of 5-miles radar separation to aircraft handed off to ALB.
    • ALB must provide a minimum of 4-miles radar separation to aircraft handed off to N90.
  • New York TRACON shall coordinate all IFR departures from Sky Park (46N) and Kingston-Ulster (20N) and advise Albany Tower when the aircraft is no longer in its airspace.
  • New York TRACON will coordinate all IFR arrivals and practice approaches landing 46N and 20N originating in its airspace with Albany Tower. If the aircraft is handed off by Albany Tower, upon transfer of communications, Albany Tower shall commence the airspace block for approaches to 46N and 20N. New York TRACON shall advise when the aircraft have landed, canceled IFR or are no longer in Albany Tower airspace,
  • Albany Tower shall coordinate for the RNAV (GPS) RIMY 15 approach to 20N. If the aircraft originates in New York TRACON airspace, New York TRACON will hand off the aircraft to Albany Tower on the published route and commence the airspace block. Albany Tower shall instruct the aircraft to contact New York TRACON in the event of a missed approach.
  • Albany Tower shall coordinate for NDB or GPS-A approaches into Great Barrington (GBR) and GPS-3 approaches into Columbia County (1B1). Upon transfer of communications from New York TRACON, New York TRACON shall commence the airspace block for the approaches into 1B1 and GBR, Albany Tower will advise when the aircraft have landed or canceled IFR.
  • Albany Tower shall forward a Pawling VORTAC (PWL) estimate for aircraft via V44 at 3,000'.
