Letter of Agreement
New York TRACON (N90) & Bradley TRACON (BDL)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between New York TRACON (N90) and Bradley TRACON (BDL).
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

General Procedures
  • Clear arrivals and overflight traffic via routes and altitudes depicted in Attachments 1 and 2.
  • Flow control restrictions must be applied when delays exceed or are anticipated to exceed 15 minutes. Adequate advance notice must be given to avoid or minimize airborne delays.
  • Each facility has control on contact for beacon code changes and turns up to 30 degrees either side of track. N90 has control for descent for BDR/HVN and OXC arrivals only within 5 NM of the lateral boundary. Y90 has control for speed reduction on contact for traffic delivered from N90 East Departure.
    Exceptions:
    • Traffic to Y90 via:
      • V229 may be turned 30 degrees to the left only.
      • V419 may be turned 30 degrees to the right only.
    • Traffic to N90 via V3 may be turned 30 degrees to the left only.
    • Traffic to N90 via V1 may be turned 30 degrees to the right at the lateral boundary, provided N90 assumes point out and separation responsibility from all Y90 traffic at and below 8000 feet, otherwise traffic may be turned up to 30 degrees to the left only.
    • Traffic to N90 via V229 may be turned to the right direct CMK.
  • N90 East Departure may clear jets and high performance turboprops at 10,000 feet (210 kts and greater IAS) direct BDL/BAF/CEF.
  • N90 must:
    • Coordinate VOR and RNAV Runway 36 approaches to Meriden Airport (MMK), and NDB or RNAV Runway 18 approaches to Waterbury/Oxford Airport (OXC), RNAV Runway 17 approaches to Chester (SNC) and all Goodspeed Airport (42B) arrivals and departures.
    • Handoff traffic landing HFD/CT88 at 5,000 feet or 7,000 feet.
    • Provide coordination for helicopters at 3,000 feet, prior to the boundary, unless an automated handoff is accomplished.
    • Deliver OXC departures routed via JUDDS requesting 6,000 or above, climbing to or level at 5,000 feet. Y90 has control for climb on these aircraft within the Area I shelf when the LOVES sector is combined with SEALL.
  • N90 may clear traffic via HFD, direct HFD, so as to enter Y90 airspace on or south of V3.
  • N90 has control for climb on contact to 5,000 feet with helicopters routed via HFD.V1.MAD.
  • Y90 may clear:
    • VI traffic direct MAD, so as to enter N90 VIKKY airspace, exclusive of any intervening airspace.
    • Traffic direct CMK, so as to enter N90 airspace on or south of V3.
    • Turbojet aircraft to the EWR area via HFD.V3.CMK.V623.SAX without verbal coordination.
  • Y90 must coordinate for the "MMK Block" when utilizing the VOR or GPS Runway 36 approach. The MMK Block constitutes the protected airspace within N90 at and below 3,000 feet. When vectoring to final from the east, inform N90, as this will allow HVN traffic not to be stopped.
  • During the hours of 2230 to 0600 local and at other times when advised by N90 that Stewart (SWF) radar is unavailable, Y90 must reroute Catskill overflight traffic.
  • Each facility must advise the other concerning outages of their respective equipment and combining and de-combining control positions affecting the other's area.
