Letter of Agreement
LaGuardia TRACON (LGA) & LGAN (HAARP+NOBBI+NYACK)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between LaGuardia TRACON (LGA) and LGAN (HAARP+NOBBI+NYACK).
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

Procedures

  • Maspeth Climb departures shall cross LGA R-220 at 5,000’ within 7nm of LGA.
  • LGA has control for climb of westbound traffic handed off by NYACK to 11,000’ West of the HPN ILS RWY 16 FAC.
  • LGAN has the option to leave props requesting 11,000’ and above at 10,000’, without coordination.
  • LGAN shall hand-off aircraft to LaGuardia Departure at 7,000’, regardless of runway configuration at LGA Airport.
  • Departures from HPN/DXR going to the North or East shall be vectored through the LGAN North/East Departure Gates.
    • Exception: Departures going to SAX shall be vectored through LGA North Departure Gate, as explained in this LOA.
  • Departures from HPN/DXR going to the West Gate or the South Gate shall be handed off to LaGuardia Departure, which will treat them like LGA departures thereafter.

Automated Point Out and Prearranged Coordination Procedures

  • For aircraft routed over SAX at 8,000’:
    • LGAN shall provide an automated point out to LGA Departure.
    • Acceptance of the point out constitutes approval for the aircraft to transition LGA airspace at 8,000’ and track through the LGA North Departure Gate.
    • LGA Departure is responsible for separation between the pointed-out aircraft and other aircraft for which he/she has separation responsibility.
    • Controllers shall determine whether the lead aircraft is a heavy or B757 when separating aircraft operating directly behind, or directly behind and less than 1,000 feet.

Right-Turn Line

  • LGA Final Vector will be delegated airspace defined by the right-tum line at either 4,000' OR 3,000'-4,000' when the following conditions are met:
    • LGA is landing on runway 22 and departing either runway 13 or runway 22.
    • NOBBI/NYACK approves the release of this airspace. The decision to use either 4,000' OR 3,000'-4,000' is at the discretion of the Final Vector controller, but must be specified at the time the request for the airspace is made.
    • If LGA Final Vector requests the use of 3,000', HPN ATCT must restrict initial departure altitude to 2,000'.
  • LGA Final Vector shall be responsible for removing the altitude restriction on HPN departures and notifying the NOBBl/NYACK controller when either the use of 3,000' or this airspace has been terminated.
