Letter of Agreement
Binghamton TRACON (BGM) & Boston ARTCC (ZBW)

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between Binghamton TRACON (BGM) and Boston ARTCC (ZBW). 
Cancellation
Binghamton TRACON (BGM) and Boston ARTCC (ZBW) Letter of Agreement, dated January 2011, is hereby cancelled.
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

Procedures
  • General
    • Minimum radar separation at time of control and/or communication transfer shall be 5 NMs constant or increasing.
    • Boston ARTCC shall assume control of the approach control airspace Segment A, as depicted in Attachment 1, from 0000 local to 0600 local unless otherwise coordinated.
  • Boston ARTCC:
    • Aircraft landing Binghamton Regional Airport, operating above 9,000', shall be descended to 9,000' and handed off to Binghamton ATCT. These aircraft may be cleared direct to the Binghamton VORTAC without coordination.
    • Binghamton ATCT assumes control of arrivals to BGM west of V483 for turns of up to 45 degrees.
  • Binghamton ATCT:
    • Ensure that arrivals released by Boston ARTCC exit Segment A at or below unconditional use altitudes.
    • ATCT shall coordinate RNAV (GPS) RWY 7 approaches to Sidney with Hancock Sector prior to issuing approach clearance. ATCT shall transfer radio communications to Hancock Sector at the ARTCC/ATCT common boundary.
    • Departure Procedures:
      • Advise all aircraft issued an interim altitude to expect further clearance to requested altitude/flight level 10 minutes after departure.
      • Coordinate proposed flight plans initiated by the Tower less than 15 minutes prior to proposed departure time with Boston ARTCC prior to departure.
      • Departure aircraft overflying UCA, RKA, or DNY may be cleared direct to these fixes without coordination.
      • Departure aircraft overflying HNK shall be established on a 090 heading to join V34.
      • Boston ARTCC assumes control for turns up to 45 degrees for departures when the aircraft is at or above 5,000'.
