Letter of Agreement
Philadelphia TRACON (PHL) & Allentown TRACON (ABE)
Rev. 2 - April 7, 2020
Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between Philadelphia TRACON (PHL) and Allentown TRACON (ABE). 
Cancellation
Philadelphia TRACON (PHL) and Allentown TRACON (ABE) Letter of Agreement, dated January 2011, is hereby cancelled.
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

Nomenclature
  • ZWY hereafter refers to New York Oceanic.
  • A transition fix is a fix inside or at the edge of Moncton airspace that is the last fix in the aircraft route prior to its entry into ZWY airspace, or the first fix in the aircraft route upon its entry into Moncton airspace.
General Procedures
  • Traffic entering ZWY from Moncton shall already have received oceanic clearance from Moncton or a preceding controller.
  • All handoffs must be initiated no less than 10 nm from the sector border.
  • Aircraft departing ZBW airspace via VITOL (i.e., via the N airways) shall be handed off to Moncton; ZWY does not provide CTA service in that area, and its airspace ceiling is at 5,500'.
    • Handoffs between ZWY and Moncton are from non-radar to non-radar airspace. Advise the aircraft to contact the next controller 10 nm prior to passing the boundary fix.
  • Arrivals to Moncton FIR will be routed via CUDAS, ENGLE, FOCUS, or JEBBY and will enter Moncton FIR at FL400 or lower filed cruise altitude.
Routing
  • All aircraft entering ZWY airspace must be routed via a charted transition fix.
  • All aircraft entering Moncton airspace must be routed via a charted transition fix.
