Letter of Agreement
Binghamton TRACON (BGM) & Syracuse TRACON (SYR)

- Purpose
- This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between Binghamton TRACON (BGM) and Syracuse TRACON (SYR).
- Cancellation
- Binghamton TRACON (BGM) and Syracuse TRACON (SYR) Letter of Agreement, dated January 2011, is hereby cancelled.
- Scope
- The procedures contained herein must apply unless prior coordination is effected.
- Disclosure
- vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.
General Procedures
- Transfer of Control Procedures:
- Arrival aircraft may be cleared direct to the Syracuse or Binghamton VOR without prior approval.
- IFR Traffic entering Binghamton airspace shall be level at 4,000', 6,000' or 8,000'. IFR Traffic entering Syracuse airspace shall be level at 5,000' or 7,000'.
- The receiving controller shall have control for turns not to exceed 45 degrees and control for descent when the aircraft is within 10 miles of the airspace boundary for aircraft landing SYR or BGM.
- Cortland County Airport (Chase Field N03):
- Obtain approval including altitude to protect before issuing a VOR or GPS-A approach clearance.
- In the event of a missed approach Binghamton shall coordinate with Syracuse intentions.
- Advise when the protected airspace is no longer needed.
Note:
- BGM Runs the VOR or GPS-A approach after coordinating with SYR and ELM
- ELM runs the GPS RWY 6 approach after coordinating with SYR
- SYR runs the GPS RWY 24 approach after coordinating with ELM.
