Letter of Agreement
Harrisburg TRACON (MDT) & Potomac TRACON (PCT)

- Purpose
- This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between Harrisburg TRACON (MDT) and Potomac TRACON (PCT).
- Scope
- The procedures contained herein must apply unless prior coordination is effected.
- Disclosure
- vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.
- General Procedures
- The airways, routes, altitudes, frequencies, and transfer points are depicted in Attachment 1.
- Radar handoffs are mandatory before entering the receiving facility's area.
- One facility shall not require the other to change or issue amended routing to enroute aircraft if the routing is satisfactory to the first fix in the receiving facility's area, unless that traffic originated within either PCT or MDT airspace. If an aircraft originates within PCT or MDT airspace, the transferring facility shall ensure that the traffic has received the correct routing through the receiving facility's area.
- A point-out to any sector shall be considered a point-out to the entire facility. It is the receiving controller's responsibility to coordinate with other appropriate sectors.
- PCT and MDT are authorized to change beacon codes and turn traffic 30 degrees left or right of course on initial contact.
- MDT has control to descend traffic landing THV or LNS on initial contact.
